Before there was Internet, there was a government project to develop a way for various networks to talk with each other. The project was facilitated by the government but was run by a task force that was small and fairly efficient. It had some of the best and brightest from the industry and Universities. This group developed the Inter-networking Protocol, a language that would allow different networks to talk with each other. This language has facilitated the birthing of one of the most democratic and unregulated forces of our lives, the Internet.
The current problem in health care is actually very similar and it needs the same solution. Standardize forms, standardize and simplify disclosure, mandate visible pricing. Create an interface that makes it easy to trade with each other, easy to differentiate yourself while competing on price and features and most current problems with the current health care systems will take care of themselves.
A private organization could do this, but actually I trust government run systems more than I do privately run, pseudo-government systems such as Better Business Bureau. At least with a government run system the expenses are not paid by the same people whom the system was designed to police.
