Lottery is the tax on poverty. However, this is not to say that it is a bad thing. Like many institutions of capitalistic society, it favors the risk averse rational people. It is not only a tax on ignorance, but a tax on unproductive wishful thinking. It indeed taxes things that out to be taxed.
The problem is that it is a tax with a broken feedback loop, so it does not lead to a change in behavior. Therein lies the problem. If it were not a government monopoly, everyone would cry foul. It is a fascinating construct that should be studied in every Economics class around the country.
